Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Physician Specialist (Psychiatrist) for the Adult Medical Services at Rutgers, University Correctional Health Care (UCHC).

Provides direct clinical care to state prisoners. Functions collaboratively with multidisciplinary teams. Maintains effective communication with staff and administration.

• Provides assessments, direct clinical care and treatment planning to inmates.
• Conducts comprehensive psychiatrist assessments (demonstrating a review of the electronic record, psychotropic medications, history of mental illness, prior psychiatric hospitalization, suicidal, unusual, or bizarre behavior) for new admissions to UCHC’s Special Needs roster according to established timeframes.
• Orders, initiates and interprets laboratory tests according to required time frames or as medically necessary including metabolic monitoring, mood stabilizer blood levels, thyroid function, AIMS testing, and other
appropriate biochemical monitoring.
• Prescribes and renews medications that are deemed medically necessary within required time frames.
• Conducts adequate and timely civil psychiatric commitment evaluations.
• Identifies individuals who need placement on “suicide watch” or higher levels of care.
• Monitors and removes inmates from the mental health roster.
• Performs other related duties as assigned.

Minimum Education and Experience

• Eligible for certification or certified by the American Board Psychiatry and Neurology (ABPN) in Psychiatry with valid NJ medical license, CDS and NJ DEA.

Required Knowledge, Skills, and Abilities

• Experience with Microsoft Office (i.e. Word, PowerPoint, Excel, etc.).

Preferred Qualifications

• Forensic psychiatry.

Physical Demands and Work Environment

PHYSICAL DEMANDS: Typing, ability to work at varying computer workstations provided by the Department of Corrections in shared office environments. Ability to speak clearly and write proficiently is essential, extensive reading required, extended sitting is required. Ability to move from unit to unit within a Department of Corrections’ facilities. Lifting of up to 10 pounds, hearing and sight are essential, ability to speak clearly is required, may be required to travel within the state, ability to implement Universal Precautions and Safety Precautions, on call responsibilities, and the ability to climb a flight of stairs is required.

• Work Environment: Able to function in a stressful environment and relate well to the patients, security staff and health care team members. A generally crisis oriented, secure environment working with inmates, some who exhibit aggressive, threatening behavior. Physician must exhibit flexibility to work in a variety of settings. Entering and movement within the facility will be controlled by Correctional Officers. Must be able to maneuver around architectural barriers and obstructions found in a prison environment. Work near moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, outdoor weather conditions, loud noises, vibrations and risk of electrical shock.

• Valid driver’s license required.
