Overview

Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Supervising Mental Health Specialist for the Cop2Cop Call Center at Rutgers, University Behavioral Health Care.

Participates as a member of the Cop2Cop leadership unit. Primarily responsible for providing leadership, training, development and supervision to assigned staff.

• Responds to telephone contacts with clients or family members in an appropriately courteous, helpful fashion as observed by a supervisor.
• Responds to law enforcement personnel telephone referrals, inquiries, and other contacts with professionals, outside agencies and other parties in a professional and cordial manner, per caller feedback and as observed by a supervisor.
• Maintains comprehensive and up-to-date knowledge of eligibility and admission criteria for units, programs and providers served by Cop2Cop.
• Maintains comprehensive and up-to-date knowledge of specific guidelines of the law enforcement project as well as UBHC contracts and other relationships with managed care organizations, in order to correctly process an intake or to otherwise refer/guide a caller.
• Performs assessment and makes appropriate disposition, often by scheduling an appointment at an UBHC unit, as indicated by feedback from receiving unit or other provider.
• Performs assessment that provides adequate/accurate basis for law enforcement personnel project triage and managed care authorization of the recommended disposition as indicated by outcome data.
• Develops collaborative professional relationships with telephone-contact personnel in other UBHC units and outside agencies.
• Oversees daily operations on site and ensures that services are appropriately provided to clients and customers providing immediate guidance as needed.
• Ensures that clients are matched with appropriate clinicians.
• Ensures that proper tracking of clients is done on a daily basis.
• Coordinates, participates and schedules the Cop2Cop training team to provide Suicide Prevention presentations to law enforcement agencies.
• Provides individual and group training to Law Enforcement Officers and other agencies.
• Coordinates and participates in the Police Critical Incident Debriefing Team responses.
• Serves as a resource and liaison to the Volunteer Services supervisor to work collaboratively with the police volunteers.
• Develops links to Access Center functions specific to police officer needs and requests to maximize service transitions.
• Contributes to the development of the Police Team Manual specific to the project.
• Performs other related duties as assigned.

Qualifications

Minimum Education and Experience

• Bachelor’s degree in a relevant social or health care field plus one year of full-time experience in a psychiatric, addiction rehabilitation or health care setting.
• Applicant must be a retired Law Enforcement Officer who has not had any sustained Internal Affairs offenses in conflict with the Cop2Cop mission.
• Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
• Equivalent education, experience and/or training may be substituted for the degree requirement.

Required Knowledge, Skills, and Abilities
Preferred Qualifications

• At least five years of Crisis call experience.
QPR (Suicide Awareness Prevention Training) certification.
• Prior supervisory or lead experience.

Physical Demands and Work Environment

• The position requires frequent prolonged sitting, listening and talking in groups as well as on the telephone.

• The work environment requires handling phone requests under time and decision-making pressure. Generally pleasant working conditions in a clean, well-lighted, and quiet to moderately loud setting.

Special Conditions

• May be required to work evenings and weekends at various locations depending on office need.
