Overview

Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Supervising Mental Health Specialist for the Adult Residential Program at Rutgers, University Behavioral Health Care.

Provides supervision to program staff with 24/7 on-call availability. Assures compliance with regulatory requirements, provides direct care, and supervises mental health services in voluntary residential settings serving adults (ages 18 years & older) diagnosed with a serious and persistent mental illness and/or co-occurring disorders.

• Directs the administrative organization of the program as evidenced by organization of case load assignment and coverage schedule.
• Implements and oversees best residential practices as evidenced by supervisory review.
• Monitors documentation compliance to adhere to all regulatory requirements as evidenced by audit reviews.
• Actively leads and participates in scheduled staff training and supervisory meetings, as monitored by supervisory review.
• Maintains statistical records for monthly, quarterly and annual reports as mandated by regulatory and UBHC requirements, as assigned by supervisor.
• Demonstrates ability to plan, train and supervise the work of others engaged in delivery of residential rehabilitative, mental health and co-occurring services as evidenced by supervisory observation.
• Provides staff with direction regarding consumer resident intervention through individual supervision, group supervision, team meetings, and case conferences, as observed by supervisory and staff feedback.
• Monitors staff performance as measured by supervision schedule, timely performance evaluations and ongoing staff training and development.
• Participates in staff interview and hiring process, as monitored by supervisory observation.
• Assumes case management responsibilities for individuals served.
• Completes termination/discharge summaries, as monitored by tracking reports and supervisory review.
• Independently ensures quality and timeliness of all clinical chart documentation of supervisees, as monitored by documentation reports and case record reviews.
• Collaborates effectively with other staff members, referral sources, other service providers, and social support networks to provide services and rehabilitative care for individuals served.
• Provides crisis intervention counseling/remediation in response to individuals served, as monitored by supervisor.
• Regularly attends and participates in in-service meetings and other designated training events that will enhance clinical skills and maintain best practices as evidenced by supervisory review and observation.

Qualifications

Minimum Education and Experience

• Bachelor’s degree in a relevant behavioral health field, plus one year experience in a relevant health care field.
• Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure, as required by the State Board of Social Work.
• Equivalent education, experience and/or training may be substituted for the degree requirements.

Required Knowledge, Skills, and Abilities
Preferred Qualifications

• Master’s degree in a mental health related field.
• Previous supervisory and residential experience.
• License for independent clinical mental health practice (LPC, licensed psychologist, LCSW) or LCADC.
• Bilingual skills (English/Spanish).

Physical Demands and Work Environment

• The employee spends much time walking, standing and bending and traveling. Climbs up and down stairs, communicates and documents using computer. Frequent listening and speaking in groups as well as on the telephone. Ability to speak clearly is required. Ability to walk throughout program. Ability to lift up to 30 lbs.

• The work environment is intense with ongoing crisis assessment and intervention; 24 hour responsibility for residential services for adults diagnosed with severe and persistent mental illness, forensic histories and drug/alcohol abuse with history of homelessness, forensic involvement and co-occurring medical issues. Position demands constant attention to multiple programmatic needs. Subject to unpredictable situations and patient crisis. Community based outreach in urban and suburban areas with exposure to infestations and blood borne pathogens possible.

Special Conditions

• Must be able to travel to meetings and scattered program locations throughout the week.
• Must possess own vehicle or alternate means of transportation to outreach individuals served and attend internal and external meetings.
• Valid driver’s license required.
• Required to work evenings, overnights, weekends, holidays and perform on-call duties.
