The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.

Posting Summary

Rutgers, The State University of New Jersey, is seeking an Energy Management Systems Manager for The Division of Institutional Planning & Operations (IP&O). Reporting to the assistant director of Energy Management Systems (EMS), this position is responsible for the management and operations of Utilities Energy Management Systems and Building Controls unit. The unit is responsible for the maintenance and operations of pneumatic and direct digital control building control systems in approximately 6 million square feet of university buildings on the Busch/Livingston, College Avenue, and Cook/Douglass campuses.

Among the key duties of this position are the following:
• Supervises staff and manages daily operations.
• Manages technical aspects and system upgrades.
• Responsible for all facets of the day to day supervision and management of the energy management systems operations on all five New Brunswick campuses.
• Determines the critical areas of building operating controls that are in need of upgrade, prioritizes attaining all quotes and pricing and forwards that information for funding.
• Manages the financial spending of the EMS shop to maintain budget.
• Attains, supports and maintains IP addresses for all web access building.
• Maintains operations and system upgrades for all web accessed servers. Coordinates with IT personnel all software and systems back-up on a nightly basis and schedules access to server room for all contractor server needs.
• Maintains access to all ATC operating web systems for users, supplies logins and passwords and sets access levels and site privileges.
• Provides supervision and management over all technical guidance, technical training and safety training to EMS personnel.
• Provides guidance and establish control standards on new and renovation engineered, designed and final automated temperature controls (ATC) project drawings for submittal with Project Management, Project Services and Contract Services personnel.
• Maintains vendor list and relations for all required operating devices, components software and hardware availability.

Minimum Education and Experience

• A bachelor’s degree preferably in Information Technology, Computer Science or Engineering or related field and a minimum of ten years’ experience in the maintenance, repair and/or installation of pneumatic and direct digital control energy management systems; an equivalent combination of education and/or experience may be substituted for the degree requirement.
• Also requires a minimum of four years of experience in supervision of technicians responsible for pneumatic and digital control installation, maintenance and repair, preferably in a union environment and the management of budgets.

Required Knowledge, Skills, and Abilities

• Must have thorough and hands on experience in troubleshooting and replacing pneumatic controls, as well as in troubleshooting, replacing and programming microprocessor based electronic controls.
• Other required skills include advanced knowledge in PC systems operating hardware and software, Automated Logic Controls (ALC), Honeywell, Siemens and Allen Bradley system, software and hardware programming and configuration, networking connectivity (IP, IPX), systems Routers/Gateways, building switch port and Cad-5 cable identification.
• Experience with basic computer software programs such as Microsoft Word, Microsoft Excel or any other basic computer programs.

Preferred Qualifications

• A Niagara certification and some Novell experience.

• Honeywell: 1 – tirduim Jace BAC-net and IP addresses Server supports 1 Buildings with over 2500 points.
• Siemens: 2 – Apogee Jace Gateways and IP addresses Server supports 2 Buildings with over 6000 points.

• Automated Logic: Web-Control frontend, Eikon logic builder graphical programming
• Honeywell: COMFORTPOINT, CARE, XL-Plus, Graphic Central proprietary, Tridium-Jace, E-Vision Lon protocol
