Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.

Posting Summary

Rutgers, The State University of New Jersey is seeking a Chief Operating Officer for Rutgers, University Behavioral Health Care.

The Chief Operating Officer for UBHC within the framework of the objectives, goals, and policies established by the Board of Governors, the Chancellor, and under the guidance of the President and CEO, UBHC has primary authority and responsibility for the day-to-day operations of UBHC through the direct management of UBHC leadership and department heads.

• Formulates and recommends to the President and Chief Executive Officer, UBHC the day-to-day and long-term policies, plans, and programs for the operation, improvement or expansion of all behavioral health services not limited to, but including hospital-based and outpatient services.
• Establishes performance standards and evaluates the performance of UBHC department heads reporting directly to the Chief Operating Officer, as well as reviews the marginal and unsatisfactory evaluations of all personnel.
• Prepares and submits through the President and Chief Executive Officer, UBHC analyses and proposals regarding the performance, accomplishments, and needs of the professional and support services of UBHC.
• In conjunction with the President and Chief Executive Officer, UBHC and the Director, Accreditation and Standards, ensures compliance with the standards prescribed by accrediting agencies including but not limited to The Joint Commission, Medicaid, Medicare and the State of New Jersey Departments of Human Services and Health.
• Participates, as directed by the President and CEO, UBHC, in state and national organizations in developing behavioral health care programs and policies.
• Keeps abreast of current trends in mental health administration and passes this information on to subordinates and the public.
• In conjunction with the Director, Environment of Care, ensures that standards are maintained for UBHC’s Food Services operation, Environmental Services, Public Safety Operations and other Rutgers’ services provided to UBHC.
• Supports the University’s goal on Workplace Diversity and EEO goals and objectives concerning employment and promotional opportunities.
• Performs other related duties as assigned.

Minimum Education and Experience

• Master’s Degree, Ph.D. or M.D. in a mental health discipline with at least ten (10) years of successful leadership experience.

Required Knowledge, Skills, and Abilities

• A strong history of program development and implementation.
• Outstanding human relations and leadership skills, and the ability to function in a team environment.
• Demonstrated knowledge of how to accomplish superior performance in a unionized environment.
