Posting Summary

Rutgers University Correctional Health Care (UCHC) is seeking a Clinician Administrator for the New Jersey State Parole Board with the Community Supervision for Life Program. The Clinician Administrator provides oversight for the clinical care of adult offenders convicted of a sex offense seen by the UCHC Programs at the New Jersey State Parole Board (NJSPB).

  • Takes administrative and supervisory steps to assure the provision of highest quality of mental health care.
  • Assumes all managerial responsibility for defined services.
  • Provides advanced level clinical assessment and treatment of individuals convicted of a sex offense that meets quality and quantity standards, when required.
  • Documents treatment appropriately and within specified time frames.
  • Works closely with UCHC and University Behavioral Health Care (UBHC) to facilitate offender care functions. Serves as a liaison to NJSPB, UCHC, and UBHC leadership.
  • Demonstrates competency in recognizing the unique needs of and applying relevant treatment approaches for adult offenders (age 18-64) and seniors (age 65 and up).
  • Provides supervision and consultation, as needed, to Clinician Supervisor(s) and trains Mental Health Clinicians; establishes clear, measurable objectives for service and ensures that the program meets or exceeds these objectives.
  • Ensures that supervisory-level staff comply with all state, NJSPB, Rutgers, and disciplinary standards.
  • Assures that clinical documentation for defined service and personal clinical documentation meet established standards for quality and timeliness of completion.
  • Actively participates in program development efforts to enhance services provided by the UCHC Program to offenders of the NJSPB.

Qualifications

Minimum Education and Experience
  • Master’s Degree in the mental health field plus seven (7) years of experience post LCSW (Licensed Clinical Social Worker) or Doctoral Degree in Psychology plus five (5) years of experience. Two (2) years of supervisory experience, is required.
  • A history of progressive clinical and administrative responsibility is required.
  • Psychologists must be licensed as a Psychologist in New Jersey.
  • Applicants possessing a degree in Social Work must have an active New Jersey certification/licensure as required by the State Board of Social Work.
Required Knowledge, Skills, and Abilities
  • Outstanding human relations and leadership skills, and the ability to function in a team environment, are required.
  • Demonstrated knowledge of how to accomplish superior performance in a unionized environment, is necessary.
  • Must be able to travel statewide to various CSL program sites.
Preferred Qualifications
  • Two (2) years of experience,working within the criminal justice system preferred.
  • Two (2) years experience working with sex offenders is highly preferred.
Equipment Utilized
Physical Demands and Work Environment

Ability to work at varying computer workstations provided by the NJSPB in shared office environments. Ability to speak clearly and write proficiently is essential, extensive reading required, extended sitting and/or standing is required. Ability to move from location to location. Lifting/carrying up to 25 pounds. Hearing and sight is essential, ability to speak clearly is required, required to travel within the state, ability to implement Universal Precautions and Safety Precautions and on call responsibilities.

A potentially crisis-oriented environment working with offenders, some who exhibit aggressive, threatening behavior. Administrator must exhibit flexibility to work in a variety of settings.

Special Conditions
  • Must be approved by the New Jersey State Parole Board (NJSPB) and adhere to all NJSPB requirements. Employees will be subject to and must comply with all security regulations and procedures of NJSPB. Violations of NJSPB rules and regulations are grounds for a disciplinary action and potential termination.

Must possess own vehicle.
